Yota Pacifico Oue is a young Micronesian professional who has nearly a decade of experience at the critical intersection of energy, climate change, and economic development. His role as the National Ozone Officer for the Federated States of Micronesia (FSM) was pivotal, as he represented his country in regional and international forums, advocating for environmental policies focused on the phase-out of HCFCs and the phase-down of HFCs in the cooling sector. Serving as the crucial link between FSM and the Montreal Protocol, he led the implementation of policy and regulatory changes, conducted annual training for HVAC technicians and Customs officers, and notably outperformed FSM’s HCFC reduction targets under the Montreal Protocol.
Currently, Mr. Oue is the Operations Manager for Steady Palms, a local company that specializes in providing customized procurement and technical support to governments and NGOs. His diverse professional background includes roles as a technical consultant for UNEP, UNDP, and GEF projects, where he has focused on chemical management, sustainable land management, and enhancing energy efficiency and conservation. Mr. Oue firmly believes that the private sector should play an expanded role in driving the transition to a low-carbon economy, and he emphasizes the need for businesses to educate and position themselves to lead this change.
Mr. Oue's expertise is internationally recognized, as he is a registered expert for FSM under the UNFCCC’s Roster of Experts. In this capacity, he provides technical assistance on greenhouse gas (GHG) inventories, assesses climate vulnerabilities and adaptation plans, and facilitates the transfer of technology, technical capacity, and resources necessary for effective climate action. He is also an active member of several esteemed organizations, including Young Pacific Leaders, the U.S. Department of State’s Professional Fellows of Oceania, the East-West Center Indo-Pacific Leadership Lab, the Association for Promotion of International Cooperation, and the Gates Millennium Scholars Alumni Association.
Mr. Oue holds a bachelor’s degree in economics and environmental studies from Fordham University and a Master of Science in Energy Policy and Climate from Johns Hopkins University. With a deep commitment to advancing conservation and sustainable development in the Pacific region, Mr. Oue is honored to contribute his expertise to support MCT’s regional initiatives. Outside of his professional pursuits, he is passionate about Brazilian Jiu-Jitsu and is the co-founder of the FSM Brazilian Jiu-Jitsu Federation, where he enjoys teaching and training in his free time.
