Senior Technical Officer


The FSM Government and the Micronesia Conservation Trust are hiring a Senior Technical Officer for the government project titled Climate-resilient Food Security for Farming Households Across the Federated States of Micronesia funded by Green Climate Fund.

Location: Pohnpei, Federated States of Micronesia

Salary: $40,000-$50,000 (Depending on education and experience for a 2-year position)

Background

The FSM government’s project, "Climate-resilient food security for farming households across the Federated States of Micronesia" (SAP020, funded by Green Climate Fund), is a multi-year initiative launched in January 2022. Funded by the Green Climate Fund, it aims to enhance the resilience of FSM’s most vulnerable communities to food insecurity due to climate change. Targeting approximately 68,250 direct beneficiaries across FSM, the project focuses on improving technical capacity, climate-smart agriculture (CSA) practices, and strengthening market linkages in the agricultural sector.

The project is implemented through three components:

1. Establishing an Enabling Environment for Adaptive Action and Investment – Strengthening policies, farmer networks, and informed decision-making.

2. Enhancing Food Security of vulnerable households by introducing CSA practices – Implementing CSA practices, developing agroforestry systems, and increasing household resilience.

3. Strengthening Climate-Resilient Value Chains and market linkages across the agriculture sector – Improving market access, food processing, and awareness of local food products.

Implementing Organization

The Micronesia Conservation Trust (MCT) is the Accredited Entity (AE) responsible for project supervision, financial management, and reporting. The FSM Department of Resources & Development (R&D) and the Department of Environment, Climate Change & Emergency (DECEM), along with the College of Micronesia (COM-FSM), serve as Executing Entities (EE). The FSM government leads Component 1, while COM-FSM oversees Components 2 and 3.

Role Overview

The Senior Technical Officer (STO) plays a critical role in ensuring the successful implementation of the project by providing technical leadership and oversight. The STO will provide expert guidance, technical oversight, and strategic direction to ensure the project achieves its goals in climate-smart agriculture, market development, and capacity building. The role requires close collaboration with the Project Management Unit (PMU), government agencies, NGOs, farmer groups, and other stakeholders to strengthen agricultural resilience in FSM.

Key Responsibilities

1. Technical Leadership & Advisory Support

• Provide expertise in climate-smart agriculture (CSA), market development, and value chain strengthening.

• Offer technical oversight for project activities and advise the PMU on CSA planning and policy.

• Ensure alignment of technical approaches with project objectives.

2. Stakeholder Engagement & Coordination

• Serve as the primary technical liaison with FSM’s R&D Department and other stakeholders.

• Lead engagement on CSA package development, market enhancement, and farmer training initiatives.

• Collaborate with the PMU, Project Steering Committee (PSC), and implementing partners.

3. Monitoring, Evaluation, & Learning (MEL)

• Oversee the project’s Monitoring & Evaluation (M&E) Plan to track progress.

• Assess the Theory of Change and Results Framework to ensure effective implementation.

• Conduct surveys, facilitate mid-term and final evaluations, and produce analytical reports.

• Support annual project reviews and generate knowledge-sharing products.

4. Field-Level Implementation & Learning

• Conduct site visits to monitor progress and validate reports. • Support field-based learning missions and ensure project activities align with objectives.

• Identify areas for improvement and recommend adaptive measures. Desired Qualifications

• University degree in a related field (Graduate degree a plus).

• Minimum 5 years of technical and field experience in agriculture, climate resilience, and agroforestry in small island states, especially FSM.

• At least 5 years of experience in M&E or project indicator tracking.

• Proven track record of managing large-scale, donor-funded projects (climate change project experience is a plus).

• Familiarity with farming systems, market linkages, and value chains. • Strong network within FSM’s government, particularly in agriculture policy and planning.

• Demonstrated ability to work with diverse stakeholders, including government agencies, NGOs, and civil society organizations.

• Strong data management, analysis, and organizational skills.

• Excellent written and spoken communication skills.
